The Legislative (LegCom) and Trade & Investment (TI) Committees of the Chamber are holding a joint session on the discussion of "Three Game-Changing Reform Laws Potentially Doubling FDI Inflows to the Philippines" on 30 March 2022 from 9:30 to 11:30 AM. The discussion focuses on the amendments to the Foreign Investment Act (FIA), Public Service Act (PSA), and Retail Trade Liberalization Act (RTLA).


Notable speakers include Congresswoman Sharon Garin as Chairperson on the House Committee on Economic Affairs of the House of Representatives, Ms. Angelica Mapua-Cayas, and Atty. Marjorie Ramos-Samaniego as Governors of the Board of Investments of the Department of Trade and Industry (DTI).

    With more than forty (40) years of experience in industrial policy, planning and formulation, preparation and evaluation of project feasibility studies, supervision of projects, investments promotion and marketing, and formulation and administration of investment incentives.

    Major highlights of the stay in BOI, include a stint as Director of the Incentives Department (2001 to 2008) administering the investment incentives to BOI-registered firms as well her stay in the Marketing Department, where she headed the Americas Division and had been instrumental in the promotion of the IT Business Process Management in early 2000.

    Before her recent appointment as a BOI Governor, she served as the head of the BOI’s International Investments Promotion Service, where she assisted potential and existing foreign investors with their plans to do business in the country. Her work included investment consulting; briefing and information support; business matching services; conduct of outbound missions; and assistance in the preparation of the business segment of Presidential/State Visits, among others.

    With her new post, she will continue to work on the country’s investment promotion.

    Atty. Marjorie O. Ramos-Samaniego is a member of the Board of Governors of the Philippine Board of Investments (BOI). Rising from the ranks, she served the BOI as Attorney II, IV, V then Director of the Legal and Compliance Service and as Officer-in-Charge Executive Director of the Management Services Group prior to her appointment as governor.

    As a governor, she is one of the policy makers for the country’s industry development and investment promotion. Further, she also serves as (1) the Philippine Lead Negotiator for Investments Agreements, and the concluding chair of the Regional Comprehensive Economic Partnership (RCEP) Investment Chapter; (2)
    resource person on legislative economic reform bills such as the Foreign Investments Act and Retail Trade Liberalization Act and the DTI BOI Lead in the formulation of Corporate Recovery and Tax Incentives for Enterprises Act (CREATE) Implementing Rules and Regulations; (3) chair of the National Cold Chain Committee; (4) an advocate for a stable, transparent and consistent investment policies.

    She obtained her law degree from the University of the East and is a member of the Philippine Bar. She is currently completing her thesis for Masters in Business Economics at the University of Asia and Pacific where she also completed her Special Studies on Strategic Business Economics Program - School of Economics and Leadership Development Program Southeast Asia Business Studies.

    A career official, she was the Philippine Department of Trade and Industry’s Executive of the Year for 2015, and a recognition awardee of both the Philippine Regulation Commission and the Board of Chemical Engineering in the same year for her enduring commitment to exemplary public service.

    Representative Sharon S. Garin hails from Guimbal, Iloilo and is the standard bearer of the Ang Asosasyon Sang Mangunguma Nga Bisaya-OWA (AAMBIS-OWA) Party-list. She has served as Congresswoman in the House of Representatives from 2010 to the present and as Deputy Speaker during the 17th Congress.


    Currently, Congresswoman Garin is the Chairperson of the House Committee on Economic Affairs. She is the Vice-Chairperson of the Committees on Banks and Financial Intermediaries, Globalization and WTO, Transportation, and Ways and Means. Representing the Majority, Congresswoman Garin is a Member of the Committees on Agriculture and Food, Constitutional Amendments, Creative Industry and Performing Arts, Committee on Energy, Committee on Good Government and Public Accountability, Information and Communications Technology, Legislative Franchises, Public Accounts, Trade and Industry, and Women and Gender Equality.

    She is Co-Chairperson of the Fuel Crisis Ad Hoc Committee as well as of the Economic Cluster Defeat Covid-19 Ad Hoc Committee.

    Being true to her legacy to be of service to our country and countrymen, Congresswoman Garin consistently fights to alleviate the suffering of Filipinos and for the recovery of the sluggish Philippine economy from the negative impact of COVID-19. Together with the hard working legislators in the House of Representatives, she authored and fought for the enactment into law of several measures, such as the Republic Act No. 11595 or the Amendments to the Retail Trade Liberalization Act, RA No. 11647 or the Amendments to Foreign Investments Act, and the most recently ratified Amendments to the Public Service Act. RA No. 11517 which authorized the President of the Philippines to suspend the requirements for national and local permits, licenses and certifications, in order to streamline and expedite the process for their issuance; RA No. 11519 which extended the appropriations authorized under the “Bayanihan to Recover as One Act” until June 30, 2021; and RA No. 11525 which created the nationwide COVID-19 Vaccination Program for the procurement and administration of safe and effective COVID-19 vaccines by the National Government, among others.

    In 2021, she was awarded Congresswoman of the Year by the Nation Builders and Mosliv Awards and the 2019 Human Legislator Award by the Philippine Legislators' Committee on Population and Development.

    Congresswoman Garin is a CPA Lawyer. She earned her International MBA from the Escuela Superior de Administración y Dirección de Empresas (ESADE) in Barcelona, Spain, her Juris Doctor from the Ateneo de Manila University Law School Makati, and her Bachelor’s Degree in Business Administration Major in Accounting from the University of the Philippines Iloilo.
