AmCham and OSAC Manila Chapter will be hosting a special meeting on April 20, 2023, in-person event at RMS Hall, 2/F Corinthian Plaza, Makati City.


The special meeting will be graced by Assistant Secretary Gentry Smith and will give a few remarks on the importance of the private sector in the overall objectives of OSAC Manila Chapter. Further, the meeting will have Mr. Carlos Ely Tingson, Senior Vice President at Kroll and will share his insights on Data Security Threats: Their Impact on Business in the Philippines


Kroll's Cyber Threat Intelligence lays down the different threats that could jeopardize the confidentiality, integrity or availability of data. These threats can have serious consequences for businesses in the Philippines, including operational losses, litigation costs and damaged reputations. Cybercriminals and the threat environment are getting more and more sophisticated, while defenders need to level up their game. What can we do to strengthen our data protection infrastructure?"


The discussion will be followed by a Q&A which will be moderated by an OSAC Representative.

    Assistant Secretary at Bureau of Diplomatic Security

    Gentry O. Smith was sworn in as Assistant Secretary of State for Diplomatic Security (DS) on August 12, 2021.
    Smith joined DS as a special agent in 1987. Over the course of his DS career, he served as director of the Office of Physical Security Programs, as Regional Security officer at U.S. Embassy Tokyo, Japan, and at U.S. Embassy Rangoon, Burma. He also served as a security officer and as deputy Regional Security officer during two separate tours at U.S. Embassy Cairo, Egypt. In October 2009, he was appointed deputy assistant secretary and assistant director for Countermeasures, where he oversaw the physical and technical security of U.S. diplomatic missions overseas, holding the rank of Minister Counselor in the Senior Foreign Service.
    Smith left DS in 2014 to become director of the Office of Foreign Missions, where he held the rank of Ambassador. He retired from the U.S. Department of State in February 2017.
    Smith is the recipient of numerous State Department honors and awards. He has served as a guest lecturer to the Japanese Ministry of Foreign Affairs Security Officers Course, the Tokyo Metropolitan Police Department, Virginia Homicide Investigators Association, and several colleges and universities.
    A former police officer in Raleigh, North Carolina, Smith is a graduate of North Carolina State University with a bachelor’s degree in political science.

    CARLOS ELY C TINGSON recently joined Kroll as Senior Vice President for Cyber Threat Intelligence after retiring from the Armed Forces of the Philippines. He was the Data Protection Officer of the Presidential Security Group and headed the Technical Surveillance Countermeasures (TSCM) and Electronic Countermeasures (ECM) Teams. He also served as a Cyber Security Consultant for the National Security Council. He is a member of the Philippine Military Academy “Mandala” Class of 2006, earned his commission in the Philippine Army, and served in the 2nd Infantry Division and the Special Operations Command. He finished his postgraduate studies in Research and Development Management from the University of the Philippines and his MSc in Information Security (With Distinction) from the Royal Holloway University of London as a British Chevening Scholar. He is also an alumnus of the US International Visitor Leadership Program and a graduate of the International Program on Cyber Security Studies at the George C Marshall European Center for Security Studies. He also finished the Cyber Risk Management short course from Harvard University. Paying it forward, he teaches Applied Cryptography at the Holy Angel University in its Masters in Cyber Security program, the first such program in the Philippines. He is a Certified Ethical Hacker (CEH), Computer Hacking Forensics Investigator (CHFI), EC-Council Certified Security Analyst (ECSA), Certified Information Security Manager (CISM), and a Certified Information Systems Security Professional (CISSP). His idea of having fun is to break things, study how it works, and put it back together, but not necessarily in that order.
