The country is currently facing a shortage of healthcare professionals. As per the Department of Health, the Philippines is in need of an additional 117,000 physicians and 126,000 nurses (Mirasol, 2023). The nursing shortage is particularly troubling. Of the 700,000 registered Filipino nurses, only 172,000 are serving in private and government health facilities, while 316,000 have already migrated or are working abroad, and 212,000 are most probably in non-nursing professions according to statistics quoted by Dr. Teresita Barcelo, former president of the Philippine Nurses Association (PNA) (Casas, 2023).


Various factors such as "chronic understaffing, low wages, unsafe working conditions, and deployment bans," have pushed Filipino nurses to leave the profession or to migrate to other countries with better opportunities as stated by the Journal of Global Health. Given the situation, there is an urgent need to address the aforementioned challenges in order to ensure the stability of the Philippine healthcare system.


The Pharmaceutical and Education Committees of AmCham Philippines will be hosting a committee meeting entitled, "State of the Philippine Healthcare Profession," on March 1, 10:00 AM to 12:00 NN, via Zoom Meeting. The Chamber has invited Dr. Erwin Leyva, Assistant Professor at the University of the Philippines College of Nursing to talk about the status of retention of healthcare workers in the country. The session will also hear from Dr. Marilyn E. Lorenzo of the Nurses Christian Fellowship - Philippines and Former Project Director of USAIDHRH2030 to discuss the current challenges encountered by the Philippine nursing profession as well as possible recommendations/solutions.

    Dr. Fely Marilyn Elegado-Lorenzo was registered as a nurse in 1973 exactly 50 years ago and went on to pursue a career in public health. Dr. Lorenzo is a retired professor of Department of Health Policy and Administration at the College of Public Health at the University of the Philippines, Manila where she championed the teaching and conduct of research on health policy studies and policy analysis for 28 years. She also joined the UP College of Nursing faculty from 1974-1977 and then became a pioneer UP School of Health Sciences faculty from 1977 to 1981.

    She was blessed with an exciting career in public health and policy development in several roles: As the founding director of the National Institutes of Health, Institute of Health Policy and Development Studies, (NIH-IHPDS) she contributed to the development of evidence to advocate for the solutions to critical health policy issues including health human resource (HRH) Migration with special focus on nurse migration, several State of Philippine Nursing studies; Burden of Illness studies on Malaria, Dengue and major Non-Communicable diseases – Diabetes and CVD; Climate Change and HRH Development and Management among others.

    Her latest consultancy was acting as the Project Director of USAID’s HRH2030 from 2017-2020. HRH2030 is a USAID funded health human resource development and management project designed to assist the DOH in its health systems reform focus on HRH to support the country’s pursuit of Universal Health Care (UHC). Among others, under her leadership, they produced the second national Health human Resource Masterplan – a guide to managing the Philippines’ health workers.

    As a second-generation nurse, Professor Lorenzo was fully cognizant of the opportunities and challenges of Philippine nursing that the generation of her Mom was grappling with. She eventually ended up contributing to the clean-up and development of Philippine nursing colleges putting her policy development skills into good use. These were exciting as well as excruciating years as a consultant to the Commission on Higher Education Technical Committee for Nursing Education (CHED-TCNE). She chaired the TCNE from 2003 up to 2006 then again in 2016 to 2022 and in between that from 2011-2015 , was serving as a member of the TCNE.

    Dr Lorenzo is a BSN and MPH graduate of the University of the Philippines. She earned her DrPH major in Health Policy and Management from the University of California at Berkeley.
