The Infrastructure and Logistics (IL) Committee of AmCham Philippines will host an event entitled "On the Move: Updates on MRT Line Projects and Developments in the Philippines" on Friday, April 19, 2024, 10:00 AM to 12:00 NN at the AmCham Robert Sears Hall.


The session will be graced by Usec. Jeremy Regino from the Department of Transportation, who will discuss the progress on the MRT Line projects such as the ongoing rehabilitation of MRT Line 3, the construction timeline for MRT Line 7, and the development stages of MRT Line 4 and the Metro Manila Subway. As well as, give an avenue of collaboration and knowledge sharing among infrastructure stakeholders regarding the latest technology on the given facet.

    Mr. Jeremy S. Regino is the present Undersecretary for Railways at the Department of Transportation since January 2024.

    A graduate of the UP College of Law in 1993, Undersecretary Regino has a long history of public service.

    He has been in government service for nearly four decades after graduating with a degree of AB Philosophy from the University of the Philippines Diliman in 1985.

    Undersecretary Regino has worked in various departments and agencies of the government: from the Office of the President, to the Philippine National Railways and Light Rail Transit Authority, to the Departments of Tourism, Transportation, and Agriculture, and to Congress, including the local governments of Pangasinan and Caloocan.

    Three months into his position as the Undersecretary for Railways, Usec Regino has endeavored to streamline and speed up railway project implementation, initially focusing on the reorganization and capacitation of railway project management offices, review of right of way acquisition and finance processes, and forging of closer inter-agency ties to mitigate bureaucratic delays.

    During Undersecretary Regino’s stint as the General Manager of the Philippine National Railways, the PNR took bold strides to realize its mandate, as stalled mass transportation projects begin to move along.

    In a year’s time, Undersecretary Regino has increased the number of trainsets running by 100 percent, the number of operational lines running by 147 kilometers, and rail revenues by 90.66 percent, passenger ridership by 82.88 percent, 328.5 kilometers of PNR tracks, 49 stations, 290 small- and medium-sized bridges repaired and rehabilitated, and trained 630 personnel.

    As transition administrator of the Light Rail Transit Authority, or LRTA, at the height of the COVID 19 pandemic lockdown, Undersecretary Regino set to motion a series of measures to improve and rehabilitate the LRT2 facilities. Due to his targeted and decisive moves, the LRTA sharply boosted the LRT2 ridership by 127 percent, increased its revenues by 42 percent, revamped the line’s accessibility facilities, and kickstarted critical and strategic projects such as the rehabilitation study and midlife assessment of the LRT2 line system, including its five-kilometer extension to Cogeo, Antipolo; and procurement preparations for the civil works structural strengthening of the LRT2 system.

    Most notably, during his service at the LRTA, Undersecretary Regino led the fastest implementation of a railway project in the country to date – the LRT 1 North Extension – which was completed within only two years.
