AmCham came to life in 1902 as the Manila Coffee Round Table and later as Manila Merchants Association. Incorporated in 1920, it has since then recognized and reconfirmed the commitment of American business to the development and welfare of the Philippines and the Filipino people.

  • His career spans more than 20 years.
  • He served as corporate legal counsel of major financial institutions such as Far East Bank and Trust Company, Ayala Investment and Development Corporation, Ayala International Finance Ltd. (Hongkong), Bank of the Philippines Islands, Citibank, Ayala Life Assurance, Inc. and FGU Insurance Corporation.
  • He then became Associate Director of the Strategic Planning Group of Ayala Corporation, and Vice President and Chief Legal Counsel of BPI Capital Corporation.

  • In 1998, Mayor Moreno was elected Representative of the First District of Misamis Oriental. In 2004, he was elected Governor of the Province of Misamis Oriental and reelected overwhelmingly in the succeeding 2007 and 2010 elections.
  • In 2013 local elections, he ran and won as Mayor of Cagayan de Oro City. He was reelected in 2016 and 2019.


Major Accomplishments

  • Cagayan de Oro City is recognized on the national stage for best practices put in place during the Moreno administration.
  • The Mayor was recognized as an Education Champion by the Department of Education (DepEd). During his incumbency and fueled by his dogged advocacy, the city constructed more than 700 classrooms and school buildings, earning for the city the distinction as Hall of Fame Seal of Good Education Governance awardee having consecutively received the honor in 2017, 2018, and 2019.
  • Last year, Cagayan de Oro City was ranked No. 7 Most Competitive City (highly urbanized cities category) and No. 2 Most Resilient City in the Cities and Municipalities Competitiveness Index (CMCI).
  • Cagayan de Oro also garnered the 2019 National Kabalikat Award and the 2019 Consistent Regional Outstanding Winner in Nutrition (CROWN) Award on top of being the back-to-back national 'Galing Pook' awardee for 2017 and 2018, and the Presidential Awardee for Child-Friendly City in 2018, among many others.
