The proposed Philippine Creative Industries Development Act lists and defines creative industry domains. One of the nine domains is the Creative Services Domain which refers to demand-driven commercial creative service work done on behalf of commissioning clients for complete creative output or partial outsourcing work, particularly advertising services.

The Philippines is a youthful and vibrant consumer market with strong growth potential. Advertising has helped increase consumer culture by portraying physical attractiveness and material goods as a gateway to happiness and success. With brick-and-mortar businesses being hit by lockdown measures, the Philippines' e-commerce sector has seen a surge in the midst of the pandemic. As a result, the Philippines acknowledge the significance of e-commerce and the digital economy as key engines of growth and economic recovery. Hence, online advertising plays a significant role in promoting the products and services of businesses.
