The STMO is created by virtue of Republic Act No. 1069, otherwise known as the Strategic Trade Management Act (STMA). This aims to enforce effective measures to establish domestic controls to prevent the proliferation of nuclear, chemical, and biological weapons, collectively called Weapons of Mass Destruction (WMD), and their means of delivery.


In this regard, the STMO is the executive and technical agency of the national government for establishing the management systems for the trade in strategic goods. The Security and Disaster Resources Group Committee of AmCham Philippines invited STMO to discuss national strategic goods and its impact on national security.

    Assistant Division Chief, Licensing Division Strategic Trade Management Office (STMO) at Department of Trade and Industry (DTI)

    Ms. Domina Pia S. Salazar is the Deputy Chief of the Registration and Authorization Division, the licensing unit of the Strategic Trade Management Office (STMO). She is one of the pioneers who assisted in the drafting of the Strategic Trade Management Act (STMA) Implementing Rules and Regulations and establishing the STMO. She is also instrumental in finalizing the STMO licensing procedures and implementing the STMA to comply with the Philippines’ international nonproliferation obligations including the United Nations Security Council Resolution (UNSCR) 1540. Prior to joining the STMO, Ms. Salazar worked as a Science Research Specialist at the Department of Science and Technology – Philippine Textile Research Institute and a Chemist at the Philippine Drug Enforcement Agency. Her knowledge, as a Licensed Chemist, and experience in science and research greatly contributed to the technical aspects of implementing the STMA.
