He is currently serving as Deputy Executive Director and concurrent head of Investments
Promotion, International Relations and Public Affairs of the Mindanao Development
Authority (MinDA), the principal government agency mandated to coordinate the integrated
development of Mindanao.
His broad roles include overseeing implementation of MinDA programs to boost Mindanao's
viability as an investment destination through facilitation and promotion efforts, including
initiatives to strengthen participation in the Brunei Darussalam-Indonesia-Malaysia-
Philippines–East ASEAN Growth Area or BIMP-EAGA sub-regional cooperation.
He obtained his Masters Degree in Public Administration at the Ateneo de Davao
University; studied Peace Journalism at the University of Sydney under AusAID grant;
graduated as part of the pioneering batch of University of Asia and the Pacific (UA&P)
Agribusiness Executives’ Program; and went through Executive Leadership Development
Program at the National University of Singapore.
He also underwent extensive trainings on Trade Facilitation in ASEAN Economies; Low
Emission Development Strategy; Economic Corridors Development in Asia; Regional Power
Market and Cross-Border Interconnection in ASEAN; and Lagging Region Development in
Asia which were held in Singapore, Thailand and South Korea under grant programs from
the ADB, USAID and the World Bank.
His broad experience and immense knowledge of Mindanao honed through years of
extensive peace and development work has deepened his institutional insights that helped
guide a handful of local and multi-national companies from across diverse sectors including
power and energy, move along sound investment direction.
He has been with the government for over 24 years, under a dedicated career that has
spanned across five administrations from Ramos to Duterte, including previous
assignments to key executive offices under the Office of the President.
