Before joining Clark Development Corporation, Atty. Agnes Vicenta Salayo Torres – Devanadera was appointed by President Rodrigo R. Duterte as the Chairperson and Chief Executive Officer of the Energy Regulatory Commission (ERC) on 22 November 2017 and completed her term last July 10, 2022.
PCEO Devanadera is not new to government service. Her career track has spanned decades in government service occupying various positions in the government bureaucracy starting as a local chief executive of Sampaloc, Quezon after the EDSA Revolution. She is also known to have served several presidents wearing several hats.
She has trailblazed the path for women empowerment by being the ‘Woman of Many Firsts,’

- First woman President of the Quezon Mayor’s League
- First woman National President of the League of Municipalities
of the Philippines
- First woman Lawyer from Quezon Province to be admitted to the New York Bar, United States of America
- First woman Government Corporate Counsel

- First woman to be a full-pledged Secretary of Justice
In all the offices she has held, she has passionately displayed excellence and dedication in public service. She is known to be persistent and works long hours and she even sends emails
to officers and staff beyond midnight. For her, being a public servant is a 24-7 endeavor. She is an advocate of employees’ continuous training and development to hone and upgrade their knowledge and skill set in order to keep up with technological advancements.
Notwithstanding the perils of the pandemic, she diligently pursued efficient delivery of public service by instituting the business continuity program at the ERC. Thus, as of April 2020, the use of e-transactions (i.ee-filing, e-hearing, e-consultation, e-meeting) was operationalized. She is a catalyst for change – an innovator that always thinks and tells people to come up with something novel. A woman, whose focus and the aim is to always improve the agency’s effectiveness and efficiency, and always bent on having a zero-backlog performance.
More than anything else, her work ethic has always been PUTTING PEOPLE FIRST as shown by the different initiatives she has put in place in the offices she has served and the last of which was when she provided “ayuda” to the employees of ERC during the first year of the pandemic.
Now that she has been tasked to head the Clark Development Corporation by President Ferdinand Romualdez Marcos, her seasoned experiences in meeting a gamut of challenges will certainly bring the organization to a higher level of competency in the age of algorithmic governance - the fourth industrial revolution.
