The American Chamber of Commerce of the Philippines will be conducting the 2023 Talent Summit with the theme "Talent Competitiveness in the Changing Workplace" on February 2, 2023, 9:00 AM - 4:00 PM at Gallardo Ballroom, Makati Diamond Residences and via Zoom.


The event's keynote speakers are Mr. Khalid Hassan from the International Labor Organization and Secretary Bienvenido Laguesma from the Department of Labor and Employment (DOLE), followed by panel discussions with esteemed panel members.


The chamber believes that while technological advances, demographic shifts, and globalization consistently transform the world of work and introduce new opportunities, these change drivers also pose challenges for workers to have adequate access to decent work on one hand, and for businesses to adapt to the changing environment in a sustainable manner.

    Head at International Labor Organization (Manila)

    Mr. Khalid Hassan is the Director of the ILO Country Office for the Philippines. Mr. Hassan has an extensive background on fundamental principles and rights at work, rural development and primary education. Prior to the Philippines, he served for 17 years in ILO Country Offices for Zambia, Malawi, Mozambique and in Tanzania and Pakistan.

    In Africa, Mr. Hassan led teams in the fight against child labor, inequality and poverty as Chief Technical Adviser of ILO Projects on Achieving Reduction of Child Labour in Support of Education (ARISE) in 2013-2016, and the Support to the National Action Plan on Child Labour (SNAP) in 2010-2013. The ARISE and SNAP Projects contributed to significantly reducing child labour while implementing national action plans in Africa.Mr. Hassan holds a Master of Arts degree in International Relations from the University of Peshwar.

    Secretary Bienvenido Laguesma is a Filipino government official, lawyer and businessman who is currently the Secretary of Labor and Employment since June 30, 2022. He is the Chairman of the Audit Committee which reviews major audit findings and recommendations; directs action to guarantee compliance with existing policies and procedures and oversees the accomplishment of the audit plan.

    He is a graduate of Ateneo de Manila College of Law, 1971-1975 and Lyceum of the Philippines, AB Political Science, 1967-1971. He was class Valedictorian of the Novaliches High School, 1967. He took up postgraduate studies as a Colombo Scholar in Administration Course at the Royal Institute of Public Administration, London, UK in 1985.

    A Mass Communications graduate from the UP- Diliman, a Media Course earned from Pennsylvania, USA and Trade-related Course from Brisbane, Australia. She started her career as a radio and television announcer and joined the government through the Departments of Trade & Industry and Tourism.

    Her stint at the DOT transformed her home region into a Next in Mind destination. At the head office she led the institutionalization of national programs like OJT for Hotels and Academe, Needs and Gaps Assessment for Training and inclusion of regions in the Mabuhay Awards. She has served as Resource Person for international talks in South Korea, China and ASEAN countries on Tourism-related matters.

    She initiated Curricular Reforms at the PTTC and is leading the Institutional Reforms of Industry Skills through the introduction of the Philippine Skills Framework. She possesses both passion and commitment to manage and execute effective operations while ensuring a strong link between national policies and regional concerns. Declared Woman Leader, Ulirang Ina awardee, Crystal International Women Award, and Outstanding Teduray Achiever Award, our speaker is the Executive Director of the DTI – Philippine Trade Training Center and the Project Director of the Philippine Skills Framework Initiative.

    Dan Lachica is the President of Semiconductor and Electronics Industries in the Philippines Foundation, Inc. (SEIPI), the association representing the electronics industry which accounted for US$ 45.92 Billion, or 61.5% of total Philippine commodity exports in 2021, and employs over 3M direct and indirect workers.

    Dan has over 40 years of senior management experience in semiconductors, electronics and consumer goods manufacturing, 16 of which were in front-end semiconductor wafer manufacturing in Silicon Valley. Prior to his early retirement from the Lopez Group of companies, he was a SVP with First Philippine Holdings Corp. and concurrent President of the group’s electronics/solar manufacturing companies. He returned to the Philippines in 1996 as the expatriate Managing Director of Iomega Corporation of Utah. He also held leadership positions at Hewlett Packard in California, Motorola in Arizona, American Microsystems Inc. in Idaho, and Procter & Gamble in the Philippines, among others.

    Dan is an expert in world-class initiatives such as Six Sigma (Black Belt & U.S. IQPC Judge), Balanced Scorecard, and Total Productive Maintenance. A licensed Electrical Engineer, he had received several awards including the Dr. Joseph Juran National Medal from the Philippine Society for Quality, and Outstanding Electrical Engineer from the University of the Philippines (U.P.). He has a BSEE from U.P. Diliman, an MBA from San Jose State University in California, and a DBA (With Distinction) from De La Salle University. Dan is a Philippine Science High School (PSHS) alumnus and currently sits in the Board of the Philippine Science High School System (PSHSS). He is a member of the Advisory Councils of DOST’s SEI, ITDI, and AmCen. For DTI, Dan sits in the Export Development Council ExCom and Co-Chairs the EMB NCTPPS and the Electronics TWG.
