In March this year, it was reported that the Metropolitan Cebu Water District (MCWD) no longer has enough water supply for its more than 190,000 customers after most of its ground water wells and one of its dams have totally dried up due to the mild El Niño. Another MCWD-owned dam, the Jaclupan weir dam in Talisay City, had reduced water production by 57 percent.

In April, the City Council declared a state of calamity in Cebu City due to the effects of the El Niño weather phenomenon. The city has since spent P27 million for the purchase of hoses and drums as well as financial assistance extended to farmers, whose crops were destroyed by the extreme heat.

Without any long-term solution, Metro Cebu is most likely to face a water crisis by 2023.
