Aileen Zosa is currently the President and Chief Executive Officer of the Bases Conversion and Development Authority (BCDA), capping 27 years of work experience in BCDA. She served as Executive Vice President and Chief Operating Officer of BCDA from 2010 to July 2022, and, before that, as Vice President for Planning, Land and Assets, and Business Development from 1997 to 2010 and as Project Manager for Corporate Planning and Project Development from 1995 to 1996. She was the Chairman of the BCDA Bids and Awards Committee for Infrastructure and later on, the Chairman of the BCDA Bids and Awards Committee for Consultancy Services.
She is a Trustee of the Heritage Park Management Corporation since 2010. She is a memberof the Planning Review Board for Bonifacio Global City and a Trustee of Fort Bonifacio
Development Foundation, Inc. She is also one of the founders of Bonifacio Arts Foundation, Inc.’s Mind Museum.
Her work in government includes a stint in the Office of the President under the Office of the Executive Secretary during the term of President Fidel V. Ramos, as Director in the Office of Senator Teofisto T. Guingona, Jr., and in the Office of the Commission Secretary of the Commission on Audit. In terms of academic experience, Ms. Zosa was part of the faculty in the University of the Philippines College of Public Administration (Diliman) and in the University of San Carlos (Cebu).
Ms. Zosa holds a Master of Arts in Economics degree from the University of the Philippines School of Economics, was a College Scholar from the same University, and was granted a University of the Philippines School of Economics Fellowship. Ms. Zosa’s extensive involvement in research projects dealing with conversion and development of former military bases, Build-Operate-Transfer Scheme, Government Corporations, Public Utilities, Privatization and Public Debt served her in good stead in translating plans and programs into tangible, feasible and pioneering projects.
