On May 1, 2019, the implementing rules and regulations (IRR) was laid out and signed by the heads of Department of Labor and Employment (DOLE), the Social Security System (SSS), and the Civil Service Commission (CSC).


President Rodrigo Duterte signed the Expanded Maternity Leave (EML) into law last February, which would allow women in both the public and private sector to enjoy a total of 105 paid maternity leave with option to extend for 30 days without pay.

Changes to improve health and welfare, especially for the employees, are oftentimes welcome. However, questions about implementation from both the employees and employers still arise.


The Human Capital and Resources Committee of the American Chamber of Commerce will be holding a briefing regarding the Expanded Maternity Leave (EML) law to have a discussion among human resource executives, business leaders, policy makers and other key stakeholders on the current status, challenges, and implications of the new law.
