Last April 17, 2019, President Duterte signed a the Philippine Innovation Law to promote innovation efforts to help the marginalized and enable micro, small and medium enterprises (MSMEs) to be part of the larger national and international supply chain. The law establishes the National Innovation Council (NIC) to develop the country's innovation goals, priorities, and long-term national strategy. It will be chaired by the President and vice-chaired by the National Economic and Development Authority Director-General. Other Cabinet members such as the secretaries of trade and industry, science and technology, transportation, health, energy, and national defense are also included in the NIC.
