Secretary Borje was appointed Commissioner and Vice Chair of the Philippines’ Climate Change Commission on 08 March 2022 for a term of six (6) years.

A career diplomat in the Philippine Foreign Service, Mr. Borje brings to the Climate Change Commission nearly two (2) decades of experience in multilateral and bilateral diplomacy and negotiations in climate change and sustainable development and the nexus with disaster preparedness and resiliency, migration, and international security.

He was Presidential Assistant on Foreign Affairs and advised the Office of the President on key multilateral and bilateral issues. Mr. Borje was the Office of the President’s focal point in the development, articulation, coordination and implementation of the Philippines’ independent foreign policy for nearly six (6) years, with focus on Philippine strategic interests in climate change and sustainable development agenda, disaster risk reduction and resilience, migrant workers’ right, and regional and international security.

Mr. Borje has served as President Duterte’s Special Envoy to Japan, the Kingdom of Bahrain, the Kingdom of Saudi Arabia, Tunisia and the United Arab Emirates, to advance bilateral cooperation in areas of mutual interest, including climate change and disaster resilience.

Prior to his appointment to the Office of the President, Mr. Borje was Director for the Oceans Governance Division of the Maritime and Ocean Affairs Office and then Director for South and Central Asia at the Office of Asian and Pacific Affairs of the Department of Foreign Affairs.

Mr. Borje’s foreign assignments include the Philippine Embassy in Washington, D.C. and the Permanent Mission of the Philippines to the United Nations in New York.

Allan Barcena is the Assistant Vice President and Head of Corporate Relations and Communications at Energy Development Corporation (EDC), the largest pure renewable energy company in the Philippines and the largest integrated geothermal company in the world. He is concurrently the Executive Director of the Net Zero Carbon Alliance, the country’s first private sector-led initiative towards carbon neutrality.

EDC maintains a broad portfolio of CSR programs that cover education, environment, and community development. Allan is also the current Chairman of the Mount Apo Foundation, Inc. (MAFI) and Keitech Educational Foundation, Inc. (KEFI), both CSR foundations of EDC.

Prior to EDC, he worked with the Department of Environment and Natural Resources in the Philippines for 20 years where he served in various leadership positions.

Jasser is a Health, Environment, and Safety (HES) professional with more than 10 years of experience in managing and implementing HES management system, continual improvement, root cause analysis, hazards and risk management, and compliance auditing.

He is a Reliability Engineer with more than two years experience in implementing reliability and integrity management processes, and managing engineering, and reliability-improvement projects.

Reese Fernandez-Ruiz is a renowned social entrepreneur, business model designer, systems designer, and public speaker, and the President and Co-Founder of Intentionality, Inc., the owner of the brand Rags2Riches. She has received numerous awards and recognitions for her exceptional work in the field of social entrepreneurship, sustainability, and women empowerment.

In March 2023, Reese was recognized as an Italian Design Day Awardee, along with 19 other Filipino design luminaries. In January 2023, she was a panelist on MSMEs Going Global Multilateral Session and represented the Philippines and MSME at the World Economic Forum in Davos, Switzerland. In November 2022, she was named Asia's Most Influential 2022 by Philippine Tatler and Asia Tatler, and in October 2022, she received the Gawad Parangal Award from the Quezon City government for her outstanding contributions.

Reese's outstanding achievements also include being a speaker and panelist at the World Trade Organization Trade Dialogues in Geneva, Switzerland, and a Forbes Magazine 30 under 30 Social Entrepreneurs awardee in 2015. She was also recognized as a Young Global Business Leader by Asia New Zealand Foundation in 2017, and a Generation T 100 Influencer by Philippine Tatler Magazine in 2016.

Moreover, Reese was selected as one of the Young Global Leaders by the World Economic Forum in 2012 and was recognized as an Entrepreneur for the Year in the Young Entrepreneur Category by the World Entrepreneurship Forum and EMLYON Business School in 2011. She was also a Rolex Young Laureates Award Winner in 2010 and one of 20 Young Social Entrepreneurs of the World by YouthActionNet Global Fellow in 2008.

Mr. Bonar Laureto, currently serving as the Director of Climate & Sustainability - Risk Advisory at Deloitte Philippines, brings a wealth of experience in the realm of sustainability and climate change. His areas of specialization encompass Decarbonization & Low Carbon Development, Climate Risk Assessment, Sustainable Finance, Green Jobs & Just Transition, Circular Economy, and Nature & Biodiversity.

In his role at Deloitte, Mr. Laureto advises CEOs and senior management teams across Southeast Asia, helping them integrate sustainability into a wide range of business operations. His work spans diverse sectors, assisting companies in crafting their sustainability strategies, ambitions, roadmaps, and integrating sustainability into their Enterprise Risk Management, Business Strategy, Innovation, Performance Management, and Reporting.

Beyond his individual engagements with companies, Mr. Laureto has extensive experience collaborating with multi-stakeholder groups to address systemic societal challenges. His experience in climate change mitigation efforts is particularly noteworthy. He has contributed to projects with the Philippine Climate Change Commission (CCC) and the World Resources Institute, and his initiatives in the field of Nature & Biodiversity include the establishment of marine protected areas and the development of carbon forestry investments.

On the academic front, Mr. Laureto holds a Bachelor of Science in Biology (Cum Laude) from Central Mindanao University, Philippines, and has completed coursework for a Masters in Environment and Natural Resources Management. He is an alumnus of the Bridging Leaders’ Initiative for Climate Resilience program at the Asian Institute of Management.

In addition, Mr. Laureto is a certified trainer for both the GRI Sustainability Reporting Standards from the Global Reporting Initiative and the Business Ecosystems Training from the World Business Council for Sustainable Development. He also serves as a member of the Philippine Sustainability Reporting Committee under the Philippine Financial and Sustainability Reporting Standards Council (FSRSC).
