Climate Change & Migration: Where is the Calm after the Storm?

Over the past few years, especially with the striking adverse effects of natural disasters (hurricanes, heat waves, and droughts), climate change is expected to have major impacts not just on the environment as a whole but also on human mobility. These disasters, most of which lead to environmental degradation, affect the movement of people, at times making it difficult for communities to remain in areas they have settled in.

This webinar serves as an eye-opener to the foreseen mass migration that the Philippines may experience in the near future, as well as the effects that it will bring about. It will encourage the private and public sectors to do their part in doing their part to lessen the complexity of the situation. The speaker will tackle the intersection between Climate Change and Migration from different perspectives. It is clear that we want to stop climate change, preserve biodiversity, and put a halt to pollution. For this to happen, synchronized efforts should be mandated across nations.

Dr. Rodel Lasco is a pioneering and multi-awarded scientist with more than 35 years of experience at the national and international levels. The author of over 80 technical publications, his work focuses primarily on natural resources conservation, climate change, and land degradation. He is an author of several reports of the Intergovernmental Panel on Climate Change, the 2007 co-winner of the Nobel Peace Prize, as well as a member of the National Academy of Science and Technology in the Philippines. He is currently the Executive Director of the Oscar M. Lopez Center or OML Center, a non-profit foundation whose mission is to promote research on climate change adaptation and resilience.

Dr. Renato U. Solidum, Jr. is a geologist having obtained a BS Geology degree from the University of the Philippines. He finished his M.Sc. in Geological Sciences from the University of Illinois at Chicago and his Ph.D. in Earth Sciences from the Scripps Institution of Oceanography, University of California, San Diego. He has worked with the Philippine Institute of Volcanology and Seismology (PHIVOLCS) since 1984 and became its Director in 2003 up to February 2017. He was appointed Undersecretary of the Department of Science and Technology (DOST) for Disaster Risk Reduction and Climate Change (DRR-CC) and assigned as Officer-In-Charge of PHIVOLCS since March 2017. He was appointed Undersecretary for Scientific and Technical Services of DOST in October 2019. He has been designated as a Commissioner for UNESCO National Commission of the Philippines, Department of Foreign Affairs from 2017- up to the present.

In recognition of his contributions to disaster risk reduction in the Philippines, Dr. Solidum has been awarded the Presidential Citation for Public Service, the Presidential Lingkod Bayan Award by the Civil Service Commission, the Professional of the Year in the field of Geology by the Professional Regulation Commission, the Excellence Award for Government Service by the Philippine Federation of Professional Associations and the Presidential Career Executive Service Award by the Career Executive Service Board.

As DOST Undersecretary for Scientific and Technical (S&T) Services, Dr. Solidum assists the Department Secretary in the formulation of policies, planning, and programming for S&T development. He supervises Service Institutes attached to the Department that provides necessary S&T services such as science education and communication, disaster risk reduction and climate change adaptation, and S&T programs including S&T planning, capability building, and S&T human resource development. He spearheads the Department’s disaster risk reduction and climate change-related undertakings in local and international settings.

Atty. Paola Sherina A. Alvarez is currently the Assistant Secretary for International Finance and Special Projects and the official Spokesperson and Head of Communications at the Department of Finance.

As an Assistant Secretary, she handles sustainable and climate finance, as well as disaster risk finance. She also manages special projects, such as the Inter-Agency Task Force on Marawi Rehabilitation and the Inter-Agency Task Force on Infectious Diseases (IATF-COVID-19). She sits as the Secretary of Finance's alternate in different international platforms, such as the ASEAN DRFI-TWG, APEC, SEADRIF, and the Coalition of Finance Ministers for Climate Action.

As the Head of Communications, she provides the overall direction and guidance on the content of the communication materials published across digital and traditional platforms.
