The Information and Communications Technology Committee will be hosting a webinar entitled "DICT Priorities under the New Administration" on September 27, 2022, from 2:00 - 4:00 PM via Zoom.


The COVID-19 pandemic has accelerated the shift towards digitalization. In this context, the Department of Information and Communications Technology (DICT) has adopted the Connect, Harness, Innovate, and Protect (CHIP) Implementation Plan in working towards achieving national digital transformation and securing the place of the Philippines in the global digital economy.


Under the 'Connect' and 'Innovate' components of the implementation plan, the DICT has formulated initiatives that aim to enhance the country's digital infrastructure and e-government services.


The webinar will hear updates from the DICT regarding the progress that has been made so far as well as the plans, policies, and programs that it will focus on as we move forward with the new administration. The webinar will also discuss updates on the National Broadband Program and the Luzon Bypass Infrastructure Project as well as the status of the development and expansion of e-government services.

    Antonio Padre finished his Bachelor's Degree in Electronics and Communications Engineering at Saint Louis University in 1988 and completed his Master’s Degree in Business Administration in 1999 at the International Academy of Management and Economics. He also finished his Graduate Certificate Course on Corruption Prevention at the Development Academy of the Philippines.

    He obtained his licenses as an Electronics and Communications Engineer in 1989 and Professional Electronics Engineer accreditation in 1999.

    His career in the Department of Information and Communications Technology began when he was employed as a Temporary Engineer I at its former name, Telecommunications Office in 1990. Antonio was appointed with then the Information and Communications Technology Office under the department of Science and Technology in March 2015 as a Director I.

    He also worked with the Communications Program Management Office, which implements various government digital telephone infrastructure from Regions I to 13, CAR and CARAGA as an Engineer II from 1994 to 1999, and OIC Project Director from 2008 to the present.

    Antonio was a resource person on the following projects, namely, the Philippines’ DRRM Best practices at the Governors’ Meeting at the Asian Development Bank, DICT’s Flagship Projects at the Transformation Summit 2016 and 2017, Philippine Government’s Initiative on Cybersecurity and Data Privacy (Worldtech’s 1st Asian Cybersecurity Conference at the Cebu Convention Center and ICT Summit hosted by Eastern Visayas Federation on IT).
