The Department of Labor and Employment (DOLE) is a vital government institution that helps ensure the quality of life and welfare of Filipino workers deployed locally and internationally, especially during crises and calamities. The COVID-19 pandemic has spawned continuing challenges for the workers, including lack of jobs, reduced income, restrictions to access decent jobs, and mental health issues. The Philippine employers are adversely affected as well by the reduced demand, high cost of doing business, and stiff competition here and abroad. Since the onset of the pandemic, the government has shifted to employers the burden of their employees' financial, physical, and mental health and wellbeing, obligations which are borne by the government in other countries.


Businessmen and employers want to be updated on relevant issues, such as (1) urging employers to put in place paid isolation and quarantine leaves for workers who have to go on home- or facility-based quarantine, as well as those who are confirmed to have the coronavirus infection; (2) possibility of allowing only fully-vaccinated employees to work on-site; and (3) other policies and regulations that will affect Filipino employees and employers. These will be discussed in this webinar.

    Assistant Secretary and Concurrent Director for the Bureau of Working Conditions at Department of Labor and Employment (DOLE)

    Dr. Tess Cucueco is an Assistant Secretary and Concurrent Director for the Bureau of Working Conditions in the Department of Labor and Employment (DOLE). She was also the former Executive Director of the Occupational Safety and Health Center-Department of Labor and Employment (OSHC-DOLE) from October 2010 to January 2017.

    Her areas of expertise include Policy and Program Development and Implementation on matters concerning Working Conditions and Safety and Health. In line with this, she contributed to the drafting of Republic Act 11058, “An Act Strengthening Compliance with Occupational Safety and Health Standards (OSHS) and Providing Penalties for Violations Thereof,” and its Implementing Rules and Regulations; Spearhead the revision of the Philippines Occupational Safety and Health Standards (for release in 2019), and assist in capacity building of Labor Inspectors among others.

    Prior to appointment as Executive Director, Dr. Cucueco worked with the OSHC in various capacities i.e. Occupational Health Officer from September 1988 to December 1989; Senior Occupational Health Officer from December 1989 to September 1998; Division Chief, Health Control Division from September 1998 to April 7, 2009, and Deputy Executive Director on April 7, 2009.

    She graduated from the University of the Philippines Diliman and holds a BS Biology Degree, Post Graduate academic units in Occupational Health and Safety from the University of Minnesota, Minneapolis, a Master’s Degree in Occupational Health (MOH) from the University of the Philippines College of Public Health, and a Doctor of Medicine from De La Salle-EAC College of Medicine.
