Ms. Gina Gacusan is the Regional Director of the National Economic and Development Authority (NEDA) Region III.

Prior to being assigned in Region III, she was the Assistant Regional Director of NEDA CALABARZON wherein she served for six years.

She started in NEDA in as a Senior Economic Development Specialist in 1989 at the NEDA Regional Office in the Cordillera Administrative Region where she stayed for 25 years. She occupied various technical positions in NEDA CAR.

Ms. Gacusan began her career as a researcher for the St. Louis University – Extension Institute for Small–Scale Industries where she helped micro and small enterprises prepare feasibility studies and prepared industry profiles.

Her specializations include investment appraisal (where she teaches topics on logframe preparation, financial and economic analysis of projects). project development, strategic planning, multi-criteria evaluation, and geographic information
system. She has made paper presentations on these subjects at local and international conferences.

Ms. Gacusan holds a master’s degree in Geoinformation Science and Earth Observation from the International Institute for Aerospace Survey and Earth Observation in the Netherlands where she graduated with distinction, a Master’s degree in Economics from the St. Louis University in Baguio City, and a Bachelor’s degree in English graduating as Magna cum Laude.

Leny is a Career Executive Service Officer. She finished her Master in Business Management Degree from the University of the Philippines. She has been a consistent academic scholar from her high school years until she finished her Bachelor of Science in Business Administration degree at the Angeles University Foundation. She attended schooling at the Civil Service College of Singapore and Nanyang Technological University, Singapore for Economic Development and Trade & Industry Promotion for APEC Economies. She took up SME and social development schooling in Japan, Employment Policies for ASEAN Government
Officials in Korea and Intellectual Property Training at the World Intellectual Property Office in Beijing, China.

Leny was part of the team that crafted and promoted the Central Luzon Development Program and has been into various MSME Development, Trade & Investment Promotion & Consumer Advocacy & Empowerment projects within the growth areas of Pampanga, Olongapo, Zambales, and Region 3 in general. She is a
recipient of awards to include two-time PAG ASA Award and DTI National SPRINTs (System on Performance Rewards & Incentives) Award.
