Training Overview

The AmCham Center for Training and Development will host a meeting with SSS President and CEO Ms. Aurora Cruz Ignacio on August 26, 2021, from 10:00 am - 12:00 pm via Zoom.

Ms. Ignacio will give a refresher talk about the Social Security and Employees' Compensation Program, discuss updates on how to claim COVID-related SSS benefits, and go through new circulars that the agency released relative to the current pandemic situation.

As the President and Chief Executive Officer (PCEO), Mrs. Ignacio is the highest-ranking Executive Officer in SSS. She oversees and supervises the general conduct of operations of the state pension fund and is responsible for carrying out of the programs of SSS and the policies of the SSC. She is also Vice-Chairperson of the SSC and a member of its Executive Committee and Risk Management and Investments Committee.

PCEO Ignacio was appointed as the first PCEO of the SSS under Republic Act No. 11199 or the “Social Security Act of 2018” on March 28, 2019. With PCEO Ignacio at the helm, SSS generated P160.91 billion in revenues from higher contributions collection and investment income for the first nine months of 2019. SSS saw its total assets soar to P558.98 billion as of September 2019. Various flagship programs were also implemented under her watch such as the Penalty Condonation Program for Contributions and Loans, Enhanced Pension Loan Program, Unemployment Insurance and the Expanded Maternity Benefit Programs. Moreover, her initiative to further improve the services of SSS thru digitization is demonstrated by the 39.66 million transactions of My.SSS and the inclusion of SSS Mobile App in the top five most downloaded productivity/utility application in Google Play Store/Apple App Store.

Prior to her appointment as PCEO, Mrs. Ignacio was the Chairperson of the SSC, the governing board of the SSS. She was responsible for providing policy directions, monitoring and overseeing management actions of the SSS. She also performed quasi-judicial functions through decisions rendered in cases involving disputes on social security coverage, benefits, contributions and penalties.

Mrs. Ignacio was the Assistant Secretary for Special Projects in the Office of the President, Malacañang and was designated as the Focal Person for Anti-Illegal Drugs by virtue of Presidential Directive No. 5. As the Focal Person, she helped the Inter-Agency Committee on Anti-Illegal Drugs (ICAD) in harmonizing all anti-illegal drug government programs. She likewise oversaw the active participation of the ICAD Member-Agencies in Rehabinasyon, or the government’s all-encompassing campaign against illegal drugs and initiated the institution of Substance Abuse Helpline 155, where drug dependents and their families can call for assistance with complete confidentiality. Mrs. Ignacio took on multiple responsibilities pertinent to her designation, serving, until recently, as a Guest Member of the Dangerous Drugs Board (DDB) while at the same time attending to her duties as a Principal Member of Task Force on the Establishment of Rehabilitation and Treatment Centers for Drug Users.

Aside from this, she was also a council member of the National Food Authority and helped steer the agency through its policies on food security.

Mrs. Ignacio obtained her Bachelor of Science degree in Commerce, Banking and Finance from the Centro Escolar University.

Benefits Administration

• Responsible for providing overall direction, management, and control of programs and activities involving product
innovation, project management, policy development/enhancement, process improvements, and monitoring of implementation by SSS branches/concerned units to achieve established objectives and targets in relation to the administration of SSS short-term and long-term benefits.

International Operations

• Responsible for ensuring the social security protection of overseas Filipinos through the forging of bilateral social security agreements (SSAs) with host countries to allow portability arrangements for permanent-type Filipino migrants and the development/enhancement and implementation of OFW coverage programs, especially for temporary-type/contract-based OFWs who are not covered by their host countries’ social security schemes, and delivery of member assistance services at SSS Foreign Representative Offices (FROs) and OFW Contact Service Section (CSS).
