Event Details

The Regional Comprehensive Economic Partnership (RCEP), is a trade agreement introduced in the 19th ASEAN meeting held last November 2011 and has been effective since January 2022. This agreement aims to create an integrated market within its signatories, and focuses on the trading of goods and services, e-commerce, and SMEs among these states.


While the Philippines has not yet ratified this joint agreement, many business sectors and economists have been wondering what we are losing from this trade agreement and how this can provide a sense of security in the trade and industry sectors of the country.


With that being said, AmCham's Manufacturing Committee, together with the Agribusiness Committee of the chamber, will be hosting a webinar entitled, "Impacts of Non-ratification of RCEP on the Philippines" on May 12, 2022, from 10:00 AM to 11:30 AM.

    Assistant Secretary for Industry Development and Trade Policy at Department of Trade and Industry

    Allan B. Gepty is currently the Assistant Secretary for Industry Development and Trade Policy at the Department of Trade and Industry. His main portfolio is international trade policy and trade negotiations at the bilateral, regional, and multilateral level. Recently, he served as the country’s lead trade negotiator in the Regional Comprehensive Economic Partnership (RCEP) Agreement, considered as the largest free trade deal in the world. He also serves as the country’s Senior Economic Official at the ASEAN.

    Prior to his appointment, he was a Commissioner of the Philippine Tariff Commission. He also served as Deputy Director-General of the Intellectual Property Office (IPO) of the Philippines from 2010 to 2017.

    He is a member of the Supreme Court Sub Committee for the Revision of the Rules of Procedure for Intellectual Property Rights Cases.

    He is a lawyer by profession with diverse experience in the field of international trade, intellectual property, public international law, commercial law and litigation.

    He is a graduate of the Advanced Management Program at The Wharton Business School, University of Pennsylvania, U.S.A., He finished his law degree from the San Beda College, Manila in 1997, and his Master of Laws degree from the University of Santo Tomas, España, Manila, where he graduated Summa Cum Laude. He also holds a Bachelor’s Degree in Commerce major in Economics from the same university, where he graduated Cum Laude in 1992.

    He is an active member of the Academe both at the College of Law and the Graduate School of Law of various universities.

    Research Fellow at Virginia Polytechnic Institute and State University

    Caesar B Cororaton is currently a consultant. He was a former Senior Research Fellow at the Global Issues Initiative in the Virginia Tech from 2008 to 2021, working on various issues related to global agricultural trade, regional trade agreements, and poverty in developing countries including the Philippines. He develops economic models to analyze issues in these areas. In 2021, he conducted the RCEP research paper for the Department of Trade and Industry. Prior to working for Virginia Tech, he was a Research Follow at the International Food and Research Institute, and a Research Fellow at the Philippine Institute for Development Studies. He has a PhD in economics.
