Section 3 of the Senate-approved Creative Industries bill lists and defines creative industry domains. One of the nine domains is the Digital Interactive Media Domain which refers to digital software programs, mobile applications, and games created for and operated on interactive digital devices where user input is essential to the experience, including software and mobile apps, video games, computer games, mobile games, virtual augmented or mixed reality games, and digitalized creative content.

The 2021 report of the Department of Information and Communications Technology (DICT) said that the digital economy can create up to Php 5 trillion in new economic value through digital transformation by 2030, as concluded by research conducted by economic consultancy firm, AlphaBeta. Furthermore, a technology-driven economy will mitigate the impact of the pandemic and support recovery from the country's economic losses in 2019 and 2020.

The pandemic has significantly affected the creative industry, with creative exports falling in 2020 to $6.2 billion from $6.7 billion in 2019. The Digital Interactive Media Domain which is the subject of the joint committee meeting is one of the fastest-growing as technology changes and is commercialized rapidly to consumers throughout the world. The meeting will provide information on the various forms of digital interactive media by leading firms in several exciting parts of the domain who are transforming our habits at work and at home through the latest technology.
