    Deputy Executive Director of Fiscal Incentives Review Board (FIRB)

    Mr. Leuterio is the Deputy Executive Director of the Fiscal Incentives Management Group of the Fiscal Incentives Review Board Secretariat.
    He is a Certified Public Accountant with 9 years of professional experience in tax and fiscal policy, and corporate tax compliance and advisory. He started his career as a tax consultant for PwC Philippines and Ernst & Young Saudi Arabia from 2013 to 2017 handling corporate tax compliance, international tax advisory, assistance on tax assessment cases, and transfer pricing, among others. He also worked under the Strategy, Economics and Results Group of the Department of Finance from 2018 to 2020 which led the Comprehensive Tax Reform Program of the Government. During his stint with the Philippine tax reform team, he focused on the passage of the CREATE Act and led the reform on Passive Income and Financial Intermediary Taxes. Mr. Leuterio briefly worked as the tax accountant for the largest semiconductor manufacturing company in the Philippines before rejoining the government through the NTRC in 2022.
    Mr. Leuterio graduated as a Magna Cum Laude from Far Eastern University with a degree in Bachelor of Science in Accountancy in 2013. He also attended the Program on Transfer Pricing Policy and Practice of Duke University in Durham, North Carolina, USA in 2018.
