AmCham Philippines' Information and Communications Technology Committee, together with the Financial Services, Taxes, and Tariffs Committee, is hosting a virtual event entitled, "B2G Simplified: Regulations and Implementation of E-Invoicing in the Philippines", to be held on June 27, 2023, 2:00 PM to 4:00 PM via Zoom.


The event will be graced by Atty. Rule Amethyst Oporto, Senior Director for Business Tax Services at SGV & Co. and Mr. Edgardo "Tedjie" Herbosa, CEO of the Philippine Payments and Clearing System (PhilPaCS). This session will tackle the BIR regulations for e-invoicing, as well as a quick discussion on how this facet works, its process, and requirements.

    Edgardo Herbosa is a social entrepreneur whose company, b2bpricenow.com (dba PhilPaCS) has focused its efforts to 1) improve the lives of the farmers and fisherfolks through their cooperatives by providing an e-commerce marketplace for agriculture – it is the “ Official e-commerce marketplace of the Philippines “as endorsed by the Philippine Senate and the Lower House and 2) improve the lives of every Filipino by minimizing graft and corruption by creating the sole government online payment platform (Linkbizportal). His company is partly owned by Landbank of the Philippines – the apex government bank which is an “ Official Depository of the Philippine Government”. His projects have won a USD 118,000 World Bank’s Development Marketplace Competition and a Finalist in the Stockholm Challenge Award.

    Mr. Herbosa is a product of the Ateneo de Manila Grade School and High School and University of the Philippines where he graduated with a degree of B.A. in Political Science. Mr. Herbosa holds a Masters Degree in International Management from Thunderbird, Arizona, USA where he specialized in international trade and marketing. He also has received two academic fellowships in Santa Clara University and Stanford University both in Silicon Valley where he was based for 7 years. Mr. Herbosa is a recipient of The Outstanding Young Men (TOYM) award for 2005 under the category Community Development. He was also granted a two time 0-1 US VISA holder for Aliens with Extra-Ordinary Ability.

    Atty. Oporto has been the Senior Director for Business Tax Services at SGV & Co since 2015. She specializes in handling BIR audits, providing tax advisory services including, among others, BIR EIS implementation, corporate structuring and restructuring, and processing of BIR rulings.

    She graduated from the University of San Carlos in 2007 with a degree in AB Economics. She also received her Bachelor of Laws from the same university in 2014.
