Secretary Adelino “Addy” Sitoy y Baguio was born on February 6, 1936 in Gabi, Cordova, Mactan Island, Cebu. He finished his Bachelor of Laws degree in the University of San Carlos, Cebu City, cum laude, and obtained a rating of 85.70% in the 1960 bar examinations. He hurdled his Master of Laws degree in the University of Southern Philippines, Cebu City, in 1969 with an Excellent grade in thesis writing given by his examiners: former Senate President Jovito Salonga, former Supreme Court Chief Justice and former Senate President Marcelo B. Fernan and former Mayor Ronald Duterte of Cebu City. He was the first President of the IBP, Cebu Chapter.

He had taught in practically all universities in Cebu and was Dean of the College of Law, University of Cebu, in 2002-2007 (with its 1st batch of Bar examinees registering 80% passing and its salutatorian hurdling 8th place and with its 2nd batch’s valedictorian landing 10th place).

He was Asst. City Fiscal of Cebu City in 1963 (at age 27, the youngest in the country at that time), Actg. City Fiscal of Toledo City, Commissioner of the Cebu Port Authority, and Director of the Metropolitan Cebu Water District.

He was elected member, Sangguniang Bayan of Cordova, Cebu in 1975 and member, Sangguniang Panlalawigan of Cebu in 1975-84; elected as one of the six Assemblymen of Cebu Province in 1984; elected Mayor of his town for 3 terms (2007-2016) and Vice-Mayor in the 2016 elections but resigned therefrom to assume the position of Presidential Adviser on Legislative Affairs and Head, PLLO on September 1, 2016.

Dr. Romulo E.M. Miral Jr. is currently the Deputy Secretary General of the Congressional Policy and Budget Research Department (CPBRD). He is also a fellow of the PDP Laban Federalism Institute. His career in government spans nearly three decades, with most of it spent at the House of Representatives Secretariat. Dr. Miral’s professional interests include tax policy and administration, public expenditure management, national government budgeting, and intergovernmental fiscal relations. He was a lecturer at the UP School of Economics and the UP National College of Public Administration and Governance and rendered consulting services to a number of multilateral and bilateral organizations. Dr. Miral obtained his bachelor’s degree in economics (cum laude) from the University of the Philippines and his PhD in economics from the Australian National University.

Rosemarie Edillon is presently the Undersecretary for Policy and Planning at the National Economic and Development Authority (NEDA). She holds a PhD in Economics from La Trobe University in Australia, an MA degree in Economics from the University of the Philippines (UP) School of Economics and an MS degree in Statistics from the UP School of Statistics.

Among her major responsibilities is shepherding the formulation of the Philippine Development Plan (PDP). The PDP is an elaboration of the country’s priorities over the medium-term and is the blueprint of government policies, programs and projects. She also oversees the monitoring of the PDP implementation. In addition, she is in charge of providing technical advice on policy issues to both the legislative and executive branches of government, especially the committees of the NEDA Board.

Currently, she is the Vice-Chair of the Economic Committee of the APEC and a member of the Philippine Commission of the UNESCO. She was also the past President of the Philippine Economic Society
