As recently approved by both houses of congress, the Security of Tenure (SOT) bill now awaits the signature of the president. The bill seeks to prohibit the ENDO, an employment malpractice to avoid regularizing workers, done by some unscrupulous employers. It also changes the concept of what can be contracted out or not. The bill and its intention may seem beneficial to all employees and vital for the protection of the Filipino laborers, however it is not without perils and risks.
In this regard, the Human Capital & Resources Committee of the American Chamber of Commerce will be having an in depth discussion on the SOT bill. The meeting will tackle the rationale, intention, and components of the bill. It will also discuss what is not seen on paper—its Constitutional and legal flaws, unintended consequences, and the changes in job contracting arrangement through the bill.
