Atty. Gerard Peter C. Mariano is a graduate of Ateneo de Zamboanga University where he obtained a Bachelor’s Degree in Management Accounting. He finished his Bachelor of Laws at the Western Mindanao State University. In 2011, he joined the National Conciliation and Mediaiton Board (NCMB), an agency attached to the Department of Labor and Employment Central (DOLE), as Administrative Assistant III and later on was promoted to Labor and Employment Officer III. While in NCMB, he was greatly exposed to labor-management relations and served as a Single Entry Approach Officer until 2018. He also gained a great deal of public speaking experience while actively promoting labor management cooperation and alternative dispute resolution mechanisms in private establishments in Regions IX and IV-A.

After passing the Bar in 2017, he was detailed at the Office of the Undersecretary for Labor Relations. While at the Office of the Undersecretary for Labor Relations, he devoted his career to the field of labor-management relations and likewise served as a drafter of resolutions and orders on cases involving labor standards violations and security of tenure, appealed before the Office of the Secretary of Labor and Employment.

Currently, he is the Attorney III of the Bureau of Workers with Special Concerns (BWSC) of DOLE. The BWSC develops policies, programs, projects and systems and provides advisory and technical assistance to the Labor Secretary and the DOLE Regional Offices relative to the development and protection of the workers with special concerns, particularly in the informal economy, towards decent and productive employment. It manages the Social Amelioration Program for sugar workers, the Domestic Workers Act, Family Welfare Program in the private sector establishments, the prevention and elimination of child labor in the Philippines, and the DOLE Integrated Livelihood and Emergency Employment Program. The Bureau also serves as Secretariat to the GAD Focal Point System, Sugar Tripartite Council, Tripartite Consultative Council for the Bioefuels sector, and the National Committee Against Child Labor.

Among his most recent engagements and accomplishments were:
1. Presentation of the State’s initiatives and commitments on inclusive employment of persons with disabilities during the 1st Constructive Dialogue on the United Nations Convention on the Rights of Persons with Disabilities (UNRCPD), 12-13 September 2018, UN Headquarters, Geneva, Switzerland ; and
2. Drafting of the Implementing Rules and Regulations (IRR) of Republic Act No. 11210 otherwise known as the 105-Day Expanded Maternity Leave Law.
