Atty. Ascalon is the Government and Regulatory Affairs Executive for IBM in the Philippines -- specifically focused on the areas of information technology policy, industry investment and development, innovation, workforce flexibility and services trade liberalisation. She is also the regional government market support coordinator for Asia Pacific covering India, Australia, ASEAN, South Korea, China, Taiwan and Japan.

She was previously the Country Counsel for IBM Philippines leading the legal team in handling transactional and contractual matters as well as regulatory and compliance matters for all business units of IBM in the country including sales and distribution, global process services, global IT delivery centers, and research and development.

Atty. Ascalon currently serves as co-chair of the Intellectual Property Rights Committee of the American Chamber of Commerce in the Philippines and as officer of the Legislative Committee of the Information Technology and Business Process Outsourcing Association of the Philippines (IBPAP).

Katrina V. Doble is a Junior Partner of the Intellectual Property Department of Villaraza & Angangco (V&A Law).

Her over thirteen (13) years of experience in intellectual property (“IP”) law has covered the full spectrum of IP practice. In recent years, she has focused on trademark law, IP commercialization and IP litigation. Due to her breadth of experience, she is heavily involved in the growth of V&A Law’s trademark prosecution practice, including the Firm’s current foray into domain name registration and audit. She maintains the trademark portfolios of several of V&A Law’s largest clients, among which is the domestic trademark portfolio of the Philippines’ largest universal bank and the Philippine trademark portfolio of a luxury Swiss watchmaker.

Atty. Doble remains active in the Firm’s numerous IP litigation cases, putting to use her extensive experience in handling infringement and unfair competition cases before the regular courts, as well as inter partes cases before the Philippine Intellectual Property Office (“IPO”) to preserve and enforce the IP rights of her clients. Some of these cases have even contributed to the building of Philippine jurisprudence on important issues for trademarks specifically for well-known marks and trademark rights violations involving liquified petroleum gas cylinders.

She also handles issues regarding IP commercialization and licensing which includes advice on regulatory matters for pharmaceuticals and medical devices, ethical advertising requirements, enforceability of technology transfer and licensing agreements and novel queries related to emerging internet and/or software-based industries.

She is a ranked lawyer for Intellectual Property in the 2017, 2018 and 2019 Chambers Asia-Pacific Guide. In 2017, she was awarded Young Lawyer of the Year in the Asian Legal Business Philippine Law Awards.
She is a member of the board of trustees of the Intellectual Property Association of the Philippines (IPAP), the officially recognized professional association of intellectual property practitioners in the Philippines. She is an active member of the Unreal Campaign Committee of the International Trademark Association (INTA), which seeks to increase anti-counterfeit awareness among the youth. She is also a member of the Asian Patent Attorney’s Association (APAA) and the Licensing Executives Society of the Philippines (LESP).

Katrina was admitted into the Philippine bar in 2005. She earned her Juris Doctor degree from the Ateneo de Manila University and a degree in Politics from University of Asia and the Pacific.

Bienvenido Marquez III is a partner and head of Quisumbing Torres' Intellectual Property Practice Group and head of the Information Technology & Communications Industry Group. He is also a member of Baker & McKenzie International's Asia Pacific Intellectual Property Steering Committee, leading the anti-counterfeiting taskforce. He is experienced in handling IP enforcement litigation, trademark and patent prosecution and maintenance, copyright, data privacy, information security, IT, telecommunications, e-commerce, electronic transactions, cyber security and cybercrime matters.

Bienvenido focuses his practice on trademark and patent portfolio management and in the enforcement and litigation of IP rights before courts and administrative agencies. He manages the anti-piracy / anti-counterfeiting program for major clients covering a wide range of industries and products: pharmaceuticals, food, alcoholic and non-alcoholic beverages, telecommunications, apparel, footwear, cable and satellite television, computer software, hardware and peripherals, household and consumer products, toys and the entertainment industry. He also advises on information technology, media and telecommunications matters, including data privacy and cybercrime law compliance.

He obtained his Juris Doctor and BS Legal Management degrees from the Ateneo de Manila University.

Regina Reyes-Rara is the Managing Partner of MarksPro Philippines, a law firm with focused practice in intellectual property law. She was the Chairperson of the Anti-Counterfeiting Committee: East Asia and Pacific Subcommittee of the International Trademark Association (INTA) from 2010 to 2013 and is the Vice President for Internal Affairs of the Intellectual Property Professors and Researchers Organization of the Philippines (IP-PRO PHIL).

She has been revising the “Revised Penal Code” by Luis B. Reyes since 1990 and was a Professor of Criminal Law at the De La Salle University College of Law and at the Far Eastern University-De La Salle University Joint JD-MBA Program. She also served as host-legal consultant of a public affairs program on DZMM radio for several years. She has conducted lectures on intellectual property protection in the Philippines and abroad, and for the Mandatory Continuing Legal Education (MCLE) for lawyers in the Philippines.
